Use the current standard of the Russian Ministry of Internal Affairs. The name on the ticket must match the passport letter for letter.
For URLs, use simple transliteration without diacritics: just a-z, 0-9 and a hyphen.
If you choose a standard, stick to it everywhere. Mixing standards creates confusion.
Some names and place names have an established transliteration: Moscow (not Moskva), Chekhov (not Chehov).
In most standards, b and b are omitted or conveyed with an apostrophe. They are usually ignored in a foreign passport.
Double letters are preserved: Alla → Alla, Anna → Anna, Kirill → Kirill.
