Tipping is not mandatory in Russia, but it is a good way to express gratitude for quality service.
If you were given a discount or a promotional code was used, it is more correct to count the tip from the full cost - after all, the waiter worked the same way.
If possible, leave tips in cash - this way they are guaranteed to go to a specific employee.
